Tokyo runs on power. Academies, the Council, and the syndicates all compete for the gifted, and the city's dampening barriers keep the worst fights from spilling into the streets. Unregistered users live in the grey zone, where the law is thin and everyone is either a resource or a target.
Kash
Starts at Kanda Rooftop OverlookA sixteen-year-old who keeps his feelings locked behind a calm, watchful face. A volatile shadow energy sleeps inside him, and in high-stakes fights it wakes, sharpening his strikes and turning his eyes dark.
Looks likeLean teenage build, medium height, straight black hair falling over calm grey eyes. Wears a dark fantasy streetwear look: a long charcoal coat with silver clasps, a high-collared black shirt, strapped cargo pants, scuffed boots, and a thin chain at his wrist.

Kanda Rooftop Overlook
A wind-scraped rooftop above a transit station in Kanda. From here Kash can see the whole ward: holographic billboards, humming containment pylons, and the dark gap of the abandoned sector to the east.
- Hoshigane Academy GateThe iron gate of Tokyo's most powerful academy, where students are ranked by power class and potential. Council cars idle outside, and guards in dampening gear check every visitor twice.
Rin Aizawa - Akiba Underpass MarketA cramped market beneath the Akihabara rail lines where brokers sell power-suppression cuffs, black-market cores, and quiet contracts. Neon signs flicker over stalls that never fully close.
Yuki Sagara - Ward Seven Abandoned SectorA dead district of cracked towers and flooded sub-basements, sealed off after a power disaster. Rogue users hide here, and the Council rarely sends patrols past the barrier line.
Shion Kurogane - Council Enforcement Precinct FourA blocky enforcement station ringed by dampening barriers. Officers here register power users, file incident reports, and lock away anyone who will not sign the registry.
Daigo Mori - The Grey Lantern GuildhouseA narrow three-story building above a shuttered noodle shop, marked only by a grey lantern. Vigilantes who work the grey zone meet here to trade rumors and take jobs the Council will not touch.
